The following are some of the highlights of the 13-point plan approved to rein in the problems surrounding the Festival of Lights in Charlottetown, as approved by Charlottetown city council Monday. Tourism Charlottetown attract entertainment that will target . . . a more responsible audience; Site closed by 11 p.m.; Site will be opened for servicing no earlier than 7 a.m.; Shuttle service following the concerts from 10 p.m. to midnight; Maximum capacity including complimentary tickets shall not exceed 10,000; Ticket prices increased; Alcohol servers to be trained; Backpacks, purses inspected; Those intoxicated will be refused admission; Creation of an effective policing plan similar to the Black Eyed Peas concert at the CDPEC; Tourism Charlottetown will face fines if it breaks any of the conditions.
