The following are some of the highlights of the 13-point plan approved to rein in the problems surrounding the Festival of Lights in Charlottetown, as approved by Charlottetown city council Monday. — Tourism Charlottetown attract entertainment that will target “. . . a more responsible audience;’’ — Site closed by 11 p.m.; — Site will be opened for servicing no earlier than 7 a.m.; — Shuttle service following the concerts from 10 p.m. to midnight; — Maximum capacity including complimentary tickets shall not exceed 10,000; — Ticket prices increased; — Alcohol servers to be trained; — Backpacks, purses inspected; — Those intoxicated will be refused admission; — Creation of an effective policing plan similar to the Black Eyed Peas concert at the CDPEC; — Tourism Charlottetown will face fines if it breaks any of the conditions.
